How would humans society and politics work in a world full of monsters

Human society and politics are already full of monsters...

Im pretty sure we already went by that during the inquisition and other times where ppl believed others were different and labeled them as somthing else xD

I mean think of shows like true blood or the movie daybreakers. could there be an effective way to make an atwar map?
im thinking certain areas could be controlled by a certain type of myth and they all battle it out.
