Scenario Package

I purchased the Scenario Package (premium) but I'm not quite sure what all I can specifically do. The only thing I've noticed from it is that I can have more than one scenario saved and that I can start scenario games, which I'm not sure if I can do whole world, but I know I can't do +100 cities. So, what all can it do and can it do whole world?

Scenario Package = People can play your scenarios, you can have unlimited scenarios, you can play other people scenarios.

I suppose it's better with the upcoming Alpha, so I'm guessing it would be more worth it when Alpha scenarios come out.
