Ally nerf

What if the more ally or peace connections one person had they took a hit on their HP's or something like that? I feel like some people ally everyone they can and there should be a negative side affect to this behavior.

I think increasing the upkeep of troops per ally is a better idea, its will cause larger alliances to field fewer troops.
