[Blitzkrieg] Stop making militia come with the stack

Sorry, this is a silly change: I want to be able to click and drag the "normal" units from a city (infantry and tanks) without having to seperate them from the militia. This only happens for Blitzkrieg. It's stupid, since militia STILL have smaller ranges than infantry and tanks. Thank you.
