Well I'm sure I would use it unless there would be way to choose what cities you can use additional collateral damage (and it will not work that way). This strategy would make your expanding harder, income from anything you captured lower. I imagine you use scorched earth in territories you don't want to hold or might soon lose, not everywhere it's freaking possible. If you can't control it, it's not a strategy but self damaging tool. Maybe instead of making all units destroy everything in their sight select some units that will have this collateral damage bonus.

I don't see how your ideas for the strategy represent scorched earth at all.

I like the concept of doing collateral damage exclusively. This strategy is effective against people who are to lazy to wall their cities. But i propose something along the lines of: I based this off what I assume united states method was during the vietnam war. Using herbicide and napalm to destroy the jungle. Inf: +10 Collateral Damage +1 Attack -1 Defense *It would balance out, and be the main attacking force for this strategy. Tanks: +10 Collateral Damage -1 Defense All stealth: +30 Cost -1 Defense *When countries do this, it is obvious who did it, so I wanted people to not use stealth. Bombers: +2 Range -60 Cost -2 Attack +20 Collateral Damage *This is for the the spraying of crops with the bombers. Also, you can not do a combo attack with bombers and infantry now, because the attack is low and infantry is boosted.
