Will it be possible to edit diplomatic relations when making a scenario. Not just setting teams, but making some players allies, others at war...

I want this for my scenario where there will be 2 zombies and 18 humans. I want the humans to fight and stuff for a while and then have the zombies sorta steamroll over them  I don't want humans allying with the zombies though...
