When a late-joiner clicks the ready button, they should pick their country on the same turn as usual. However, on the next turn, a vote should be given to the current players, asking if they shall let the late-joiner come on. The vote would include some information, like the players name, rank and the country he wants to become. If a 3/4 of the players want the player in, he will come in the next round. However, if less votes than that are given, the player can either be kicked or can stay as a spectator. This will be an option before the game is made. Also, if the player is a spectator, he cannot just try again and spam the game with votes, wasting people's time.

See the last bit of my post (second on down) in this thread on why I think this is a bad idea. And you just made it even worse by making kicking a more or less automated process.

And it's been set to 5 by default so you almost never get latejoiners anymore!

If you don't want late joiners to join, limit lte joining in the game options, if you don't want high ranks to join, you can limit that too when you make a game, i hate it when low ranks kick me in selection.
